Rohingya refugees in Bangladesh camps await new danger: rain

Some 670,000 Rohingya have fled Myanmar since security forces launched a violent crackdown in Rakhine state last August

According to the United Nations figures, around 70,000 Rohingya people crossed the border to Bangladesh after the outbreak of large-scale acts of violence in August past year.

With over a million Rohingya refugees and hundreds more arriving to the border area between Bangladesh and Myanmar every day, the situation could explode into a deadly catastrophe. Travelling by helicopter, they visited two villages, one transit center and one reception camp, where refugees who return will initially be housed.

Although Bangladesh has indicated it would like to start with the return of 100,000 Rohingya, there are reports that Myanmar wishes to begin with 4,500 Hindus who are also refugees in Bangladesh.

Adams told ThinkProgress that HRW has submitted its findings to the U.N., which is conducting its own investigations, with the results to be presented to the U.N. Human Rights Council in September. This does not inspire confidence in the Myanmar government's intentions.

Global oversight is essential because sending refugees back to where they have just escaped torture, and where it has been made clear to them they are not welcome, needs a lot of ground work and help for the community to heal. She stressed the importance of Bangladesh officials using the designated forms agreed upon by both countries as early as possible for verification, it said.

Bangladesh and Myanmar signed a bilateral agreement last November that recognised the need for a long-lasting and comprehensive solution to the crisis and the voluntary return of refugees under worldwide law. The delegation voiced doubts when Myanmar officials said that indigenous people in Rakhine State had also been killed and victimized by the violence there, she said.

More than 750,000 Rohingya refugees have fled Myanmar since October 2016, when Arakan Rohingya Salvation Army militants launched coordinated attacks on police outposts.

"Basically the message we convey is it is very important to improve the security conditions for the return of the refugees, and also collaboration with the worldwide organization, particularly the United Nations", said Gustavo Meza-Cuadra, ambassador of Peru.

Mansour Ayyad Al-Otaibi, the permanent representative of Kuwait to the UNSC was quoted as saying by the Myanmar Times, "What we really want is 'just to speed up the process of the return of refugees - a safe, voluntary and dignified return for them".

The Security Council delegation will hold a press conference on Tuesday evening in Naypyitaw.

"Their faces clearly showed that they didn't believe anything we said".

Pierce parried a journalist's question about whether the United Nations should make a referral to the International Criminal Court to investigate the atrocities alleged to have been carried out by Myanmar security forces, acknowledging only that it could be one avenue of investigation. Indeed, Suu Kyi has repeatedly denied that rights abuses have taken place, has not criticized the military, and has refused to call the Rohingya.

Al-Otaibi stressed the necessity of United Nations involvement in the repatriation process and negotiations between Myanmar and the United Nations refugee agency on potential cooperation.
