The Texas-based Kinder-Morgan said it is suspending all non-essential development on its Trans-Mountain pipeline project beyond minimum maintenance requirements.
This suggests Kinder Morgan's lawyers have a clearer grasp of what B.C.'s constitutional chances are with its still vague plan to enact environmental legislation to mitigate potential damage from the expanded pipeline than do most political commentators in Alberta, who have declared the idea unconstitutional without actually knowing what it is.
"This is no longer about a pipeline project or whether one supports or opposes the legal movement of energy in Canada, which all Canadians and our economy rely on", said Greg D'Avignon, president of the business council.
"As KML has repeatedly stated, we will be judicious in our use of shareholder funds", said Kinder Morgan chairman and CEO Steve Kean.
While Kinder Morgan might have singled them out in a press release, the B.C. government hasn't been the sole source of opposition against the controversial project.
Kinder Morgan has set a May 31 deadline for talks with "various stakeholders" to allow the project to proceed.
"Mr. Anderson told me he believes that the project Kinder Morgan has been undertaking has been unnecessarily harassed by British Columbia, and I told him that I disagreed", Horgan said.
"We campaigned in April of past year with a view to protect and defend our coast, with a view to have economic development take place in a balanced way within British Columbia", he said.
Kinder Morgan's move will be seen as a blow to Prime Minister Justin Trudeau, who has insisted the pipeline will be built.
Alex Pourbaix, chief executive officer of the major oilsands producer Cenovus Energy Inc., said in a statement.
"The move significantly upped the stakes in the rapidly escalating intergovernmental squabble between the federal and British Columbia governments", it said.
As much as many Albertans would like to see pipeline protesters handled by means of flamethrowers and Dirty War tactics, and as much as they desire a federal government that is willing to ignore the worldwide backlash that would result ... well, this seems a vain hope, and it would be equally vain if different parties were in power all around. "We joined the federal challenge, started by others, to make that point". "Tens of thousands of jobs and billions of dollars to the economy, better public schools, and better public hospitals".
"If I was a resident of British Columbia I would be very anxious about the investment climate of B.C".
He said the entire issue is avoidable.
Horgan took the position in January, then stepped back from it in the face of an all-out trade war with Alberta, that had banned B.C. wine in response.
"I am shocked and deeply disappointed for all Canadians by the lack of action from the Federal Government, which has brought us to this brink", he said. "I'm just letting people know that if it becomes necessary, that is something we will do because it is not going to be the case that the tactics used by the government of B.C. will be able to scare away Alberta".
Anti-pipeline activists in British Columbia are counting Kinder Morgan's Sunday announcement as a small victory.
The company said that due to delays and ongoing opposition, it needed to protect its shareholders and so was not prepared to spend any more on the project. Chris Bloomer calls on the federal government to ensure the expansion of Trans Mountain. The pair have regularly traded jabs in interviews and news conferences, with each declaring victories at various steps of the project.
"To be honest with you I think the most likely thing to work right now is Alberta buying a huge stake in the pipeline", he says. Consensus earnings estimates are far from flawless, but they are watched by many investors and play an important role in measuring the appropriate valuation for a stock.
Opposition Liberal Leader Andrew Wilkinson said Horgan's reckless pipeline battle ignores the law, creates uncertainty and tears at the fabric of the nation.
"We are facing a catastrophe for our economic future if we don't get a coastal pipeline".
It could include environmental and coastal protections in the overall scope of the project without the temptation to cut safety corners to pad the corporate bottom line.
